Reporting to the ARC Board of Directors, he sets the vision and steers day-to-day operations for every member agency and contract city. Under his direction, ARC stays focused on one goal: quality care and service for the animals and communities it serves.

Jodi is the driving force behind ARC's day-to-day operations, working alongside the Executive Director to keep animal control and shelter services running smoothly. She brings hands-on expertise to planning, coordinating, and evaluating programs across member agencies and contract cities. Her leadership ensures ARC delivers consistent, high-quality care every day.

Administrative Manager
Marissa keeps ARC's administrative engine running behind the scenes, so the team can focus on animals and the community. She oversees the operational side of animal control, services, and shelter operations across every member agency and contract city. Her organization and attention to detail help ARC deliver on its mission efficiently and reliably.
Samantha Lara
Community Engagement Program Manager
Samantha is ARC's storyteller-in-chief, connecting the community with what's happening at the shelter and beyond. She keeps residents, media, partner agencies, and ARC staff all in the loop with clear, timely, and consistent information. Whether she's building awareness for a new program or spreading the word about an adoption event, Samantha makes sure ARC's mission reaches the people who need to hear it.
Jessica Helgesen
Animal Control Manager
Jessica leads ARC's Animal Services Officers with a community-first approach, building trust with residents one interaction at a time. She champions education and customer service alongside enforcement, using citations as a last resort to encourage compliance with local and state animal welfare laws. Her goal is simple: a safer, more compassionate environment for people and animals alike.
